Human Rights are not availed to the Tibetans by the Chinese Governement
Human Rights are rights that all humans have:

freedom of movement, freedom of expression
freedom of peaceful assembly, freedom of thought freedom of conscience, freedom of religion

And, No one shall:

be tortured or degraded, be arbitrarily exiled
be subject to arbitrary interference with his privacy be subjected to arbitrary arrest, be held in slavery

Human rights ensure that BY LAW all human
beings are born free and equal in dignity and
rights. They are endowed with reason and
conscience and should act towards one another in a spirit of brotherhood.
